In my old hubsoftware we could add txt files with a message.

like

+rules
showed rules.txt with rules for the hub,

How can i do the same with PtokaX?
Anyother way to do this with a script and LUA?

There is no script required. PtokaX has an inbuilt text reader.
Add your files to the texts folder and enable text files support
in the PtokaX GUI.
